Department of Homeland Security terminates CHNV Parole

On March 25, 2025, the Department of Homeland Security (DHS) will publish notice that it is terminating the parole program for inadmissible noncitizens from Cuba, Haiti, Nicaragua and Venezuela (CHNV) and their immediate family members.

The termination of CHNV parole is expected to be published on March 25, 2025, and will take effect 30 days after publication – April 24, 2025. Associated employment authorization documents (EADs) based on CHNV parole will also be terminated on April 24, 2025.

Pending CHNV Parole applications and noncitizens outside the United States

Noncitizens with pending I-134A applications for parole will have those applications cancelled. Noncitizens who have approved CHNV parole but have not yet entered the USA will have their parole revoked.

CHNV Parolees in the United States

Those in the United States with a current CHNV Parole approval, will have their parole revoked as of April 24, 2025, and are expected to voluntarily depart the United States before their parole period expires unless they have obtained a lawful immigration status or other basis that permits them to remain in the United States.

DHS Enforcement after termination of CHNV Parole

DHS has announced that it intends to promptly remove noncitizens who entered the USA on the CHNV parole program, and who longer have a lawful permission to remain in the United States.

DHS will prioritize CHNV parolees for removal from the United States if they have not properly filed an immigration benefit application (i.e., family-based residency case, temporary protected status (TPS), U or T visa application) prior to March 25, 2025.

Those who have been in the United States for less than two (2) years may be subject to expedited removal from the United States.
